Short answer: half-time and double-time are mostly about where you feel the beat, not about literally halving or doubling the BPM. The same stream of notes carries several metric levels stacked on top of each other, and "the beat" is just the level you happen to tap. Shift your attention, or shift where the drummer puts the backbeat, and the music suddenly feels heavier (half-time) or busier (double-time), even though the underlying clock is ticking at exactly the same rate.

Music theorists describe meter not as a single pulse but as a stack of pulses running at the same time, a fast level, a moderate level, a slow level, all lining up at regular points. A drum-and-bass track notated at 174 BPM is very often heard at a relaxed half-time pulse around 87, the same recording, two legitimate beat readings, and neither the file nor the metronome changed. If you insisted the "real" tempo was one number, you would be arguing about a listener's choice of metric level, not about the music.
The cleaner way to think about it: the absolute rate of events (the fastest steady layer) sets an outer limit, but tempo as you feel it depends on which level you count as the beat.
